missing sal.h in the default MinGW installation

Greetings, dear experts,

I am trying to compile simple testing MPI software using MS-MPI:  

C:\Users\milias\Desktop\Test-GNU-MPI>gcc -I "C:\Program Files (x86)\Microsoft SDKs\MPI\Include"  -L "C:\Program Files (x86)\Microsoft SDKs\MPI\Lib\x64"   mpi
-test.c  libmspi.a
In file included from mpi-test.c:2:0:
C:\Program Files (x86)\Microsoft SDKs\MPI\Include/mpi.h:50:17: fatal error: sal.h: No such file or directory
 #include <sal.h>
compilation terminated.

(The libmspi.a was prepared according to http://www.symscape.com/configure-msmpi-for-mingw-w64). The MinGW64 suite contains the sal.h include file, but this file is not in the default MinGW packages.  Any help please which MinGW package to install to get the missing sal.h file ?
