But only from Windows-10 onwards, by default; available through Windows
Update, for Vista onwards.  Also via VCRedist for XP, (although we are
loathe to require this non-free distribution channel).  Don't know if it
will be supported for any other legacy Windows versions; too bad for
users of Win9x, WinNT4, Win2K, if not.

The crunch may be that it will require an additional non-free, MSVC
version specific component DLL, which may render it unsuitable for
default usage by MinGW.
